Creating a market environment of fair competition and equal access

Provinces and cities are actively taking practical measures to relax the scope of private investment access, standardize the setting of investment access thresholds, create a market environment of fair competition and equal access, and allow private capital to enter all industries and fields that are not explicitly prohibited by laws and regulations.

Equal treatment of public resource allocation
Ren Zhiwu said that the state has given private enterprises the same treatment as other investors in the allocation of public resources related to strategic emerging industries.

Last year, among the special funds for the development of strategic emerging industries from the central government, major industrial innovation and development projects and major application demonstration projects supported a total of 17 private enterprise projects, with a state fund of 0.8 billion billion yuan. In the central budget for investment in strategic emerging industries, relevant departments have supported 41 private enterprise projects such as Jiangsu Hengshen Fiber Materials Co., Ltd., accounting for 38% of the total number of approved projects.

Pay attention to the opinions of private enterprises and strengthen their innovation ability
Ren Zhiwu said that the Development and Reform Commission and other departments actively listened to the opinions of private enterprises in the process of preparing the "Twelfth Five-Year Plan" related plans and carefully absorbed them. In view of the weak innovation ability of private enterprises to develop strategic emerging industries, the Development and Reform Commission has made great efforts to strengthen the construction of the basic innovation capacity of private enterprises in the past year.

In 2011, the national special fund for the development of small and medium-sized enterprises allocated a total of 40 million yuan to support 41 technical service platform transformation and upgrading projects, identified the first batch of 99 national public service demonstration platforms for small and medium-sized enterprises, and introduced the national public service demonstration platform for small and medium-sized enterprises to apply preferential tax policies for the import of science and technology development supplies.
Support private enterprise financing to carry out international cooperation
According to Ren Zhiwu, in the past year, the state has supported private enterprises to make full use of new financial instruments for financing.
In 2011, the National Emerging Industry Venture Capital Program newly approved the establishment of 41 venture capital funds, of which the state subsidy fund was 2.05 billion yuan, and the local government and social funds were about 9 billion yuan.
So far, the venture capital plan for emerging industries has participated in the establishment of 61 venture capital funds, of which the state subsidy fund is 3.05 billion yuan, guiding local governments and social funds to exceed 14 billion yuan.
"These venture capital funds will provide an important source of funding for private enterprises to develop strategic emerging industries. In 2011, a special fund for small and medium-sized enterprises was allocated 0.48 billion yuan to subsidize 566 enterprises that provide guarantees for small and medium-sized enterprises."
China also uses various bilateral and multilateral mechanisms and platforms to encourage private enterprises to carry out various forms of international cooperation.
