Zhou Shengxian: Pollution Emissions Excess Environmental Capacity Zone Will Withdraw Population

According to the website of the Ministry of Environmental Protection, Minister of Environmental Protection Zhou Shengxian recently emphasized that he will increase environmental protection in rural areas and resolve to withdraw part of the population and industries from rivers, lakes, grasslands, and wetlands where pollutant emissions have exceeded environmental capacity.
Zhou Shengxian proposed that important ecosystems should be allowed to recuperate. Delineate ecological red lines in important ecological function areas, terrestrial and marine environmental sensitive areas, and vulnerable areas. For rivers, lakes, grasslands, and wetlands whose pollutant emissions have exceeded the environmental capacity, we are determined to withdraw part of the population and industries.
It is reported that the Guiyang Conference on 2012 Ecological Civilization, jointly sponsored by the population, Resources and Environment Committee of the CPPCC National Committee, the Ministry of Science and Technology, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, Peking University and the people's Government of Guizhou Province, was held in Guiyang from July 27 to 28. Zhou Shengxian was invited to attend the meeting and made a keynote speech on "Ecological Civilization Construction and Sustainable Development.
In his speech, Zhou Shengxian pointed out that China's exploration and promotion of ecological civilization construction has gone through a historical process from spontaneity to consciousness, which is basically synchronized with the international community's understanding of environment and development issues.
Zhou Shengxian said: looking back on the development of human environmental protection, marked by the four world conferences on environment and development, four historic leaps have taken place in human understanding of environmental problems.
The first leap was the first United Nations conference on the human environment held in Stockholm, Sweden, from June 5 to 16, 1972. The Conference adopted the Declaration on the Human Environment, which established "for the benefit of this and future generations" as the common view and common principle of mankind on the environment.
The second leap was the United Nations Conference on Environment and Development, held in Rio de Janeiro, Brazil, from June 3 to 14, 1992. For the first time, this conference combined economic development and environmental protection to understand, and proposed a sustainable development strategy, which has become a strategy for the common development of all mankind.
The third leap was the World Summit on Sustainable Development, held in Johannesburg, South Africa, from 26 August to 4 September 2002. The meeting put forward the famous three pillars of sustainable development: economic development, social progress and environmental protection, and made it clear that economic and social development must be combined with environmental protection to ensure the sustainable development of the world and the prosperity of mankind.
The fourth leap is the United Nations Conference on Sustainable Development held in Rio de Janeiro, Brazil, from June 20 to 22 this year.
These four leaps fully reflect the continuous deepening of human society's understanding of the issue of environmental development, provide important reference and external conditions for China to propose and promote the construction of ecological civilization, and further enrich and deepen the theory of sustainable development. it is conducive to human society to promote the process of civilization at a higher level.
Zhou Shengxian pointed out that while promoting the construction of ecological civilization, China should actively participate in the cooperation and governance in the field of international environmental development, and at the same time, it should timely introduce strategic measures to strengthen environmental protection in accordance with the needs of the new situation and new tasks.
Zhou Shengxian stressed that the situation of environment and development at home and abroad shows that the direction of further strengthening environmental protection and promoting the construction of ecological civilization has been clear. We must take advantage of the situation, make a difference, and bravely take the lead and practitioner in promoting the construction of ecological civilization.
First, we must do our best to complete the task of reducing emissions of major pollutants. We must resolutely implement the "Twelfth Five-Year" comprehensive work plan for energy conservation and emission reduction, put structural emission reduction in a more prominent position, and continue to strengthen project emission reduction and management emission reduction. Implement total coal consumption control in key areas of joint prevention and control of air pollution, and promote coordinated emission reduction of multiple pollutants.
Second, we must give full play to the role of environmental protection in optimizing economic development. It is necessary to speed up the green transformation of the mode of economic development, promote the adjustment of industrial structure through environmental impact assessment, lead the technological progress of enterprises through environmental standards, and vigorously develop energy-saving and environmental protection industries.
Third, priority should be given to solving outstanding environmental problems that harm the health of the masses. It is necessary to effectively strengthen the prevention and control of heavy metal pollution, and establish a lifelong accountability system for environmental pollution of chemicals and hazardous wastes and an administrative accountability system for the whole process. We will do our best to deal with environmental emergencies and reduce the loss of people's lives and property and damage to the ecological environment.
Fourth, we must increase environmental protection in rural areas. It is necessary to continue to deepen the policy of "promoting governance with awards" in rural environmental protection, strengthen the treatment of rural domestic sewage and domestic garbage, and solidly promote the prevention and control of pollution from livestock and poultry breeding.
